Armed Activists Take Control of Crimea Parliament
Voting on Russian amendments in Crimea in Ukraine is considered another attempt to legalize the occupation of the peninsula
KIEV – The Verkhovna Rada of Ukraine intends «urgently» apply with a statement to the parliaments of foreign states and international parliamentary organizations in connection with the illegitimate voting carried out on the territory of the occupied Crimea.
As noted on the website of the Verkhovna Rada on July 17, 306 out of 367 people’s deputies supported the resolution «On the statement of the Verkhovna Rada regarding the illegitimate conduct of an all-Russian vote on amendments to the Constitution of the Russian Federation in the temporarily occupied territory of the Autonomous Republic of Crimea and in the city of Sevastopol (No. 3736)».
The explanatory note to the text of the resolution indicates the need for such an appeal to the legislative bodies of democratic states.
Ukrainian deputies note that voting for amendments to the Russian Basic Law in the temporarily occupied territory – this is «a kind of act of legalization of the ongoing illegal occupation of the Crimean peninsula».
«Based on this, there is an urgent need to ensure non-recognition of the results of the above-mentioned all-Russian vote in terms of their holding on the territory of the temporarily occupied Crimea.», – highlighted in the explanatory note to the ruling.
Voting on amendments
In Russia, from June 25 to the evening of July 1, a vote on amendments to the constitution took place. Initially, the all-Russian vote on amendments to the constitution was scheduled for April 22, but due to the coronavirus pandemic it was postponed, RBC reports..

Protest and position – unchanged
Political scientist Viacheslav Potapenko reminds that the Ukrainian position remains unchanged: Crimea – annexed, he – Ukrainian, and any actions of Russia, elections, voting or polls, referendums that consolidate changes to the constitution, are illegal on its territory.
«These legislative actions of the Ukrainian authorities in the current situation are expected, but it is difficult to talk about their effectiveness. It’s just that the state authorities need to fix their position, regardless of whether it is effective or not.», – says Vyacheslav Potapenko to the correspondent of the Russian Service «Voices of America».
He also believes that Ukraine’s protest on the Crimean illegal voting will not be able to create a precedent for revising the final results of the all-Russian referendum on amendments to the constitution..
«Actions of the Ukrainian Legislature – it is more a note of protest. Now the situation around Ukraine has become aggravated, and in general, in the post-Soviet space, there is an aggravation in interaction between the republics, the countries exchange diplomatic statements. In this case, the Ukrainian note of protest is now backed up by a resolution of the Verkhovna Rada», – says Vyacheslav Potapenko.
The annexation of the peninsula and the reaction of Europe
Political scientist «Ukrainian club» Vitaly Litvinenko believes that the Crimean topic is extremely toxic for European politicians and leaders.
«What Ukraine is doing – can be called correct: Ukraine does not recognize the transfer of Crimea to Russia. When will there be international proceedings after the transition of the peninsula back – there will be a reason to say that Ukraine legally defended its rights and urged Russia not to violate the principles of international law», – says Vitaly Litvinenko to the correspondent of the Russian Service «Voices of America».
At the same time, he believes that the international position, in particular, the position of a number of European politicians, does not consider scenarios of pressure on Russia to return Crimea to Ukraine. Thus, the leading German politicians, according to Vitaly Litvinenko, did not congratulate the Kremlin and did not react in any way to the amendments. «to zero the term» to the Russian constitution.
«The very idea of an Anschluss, annexation, annexation for Putin would have been impossible without a corresponding reaction from external players. And Ukraine did nothing to protect or stop the annexation», – notes Vitaly Litvinenko.
The political scientist notes the uncertainty of Ukrainian policy towards Crimea, six years after the annexation of the peninsula. And also, according to him, Ukraine has yet to «to grow» real political elites who will be guided by national principles.
